How do you flood a city? Here's your answer :D
You use Photoshop of course :giggle:

This is really great! I think that the only details missing for making it looking real are some bright white spots on water surface were it's hit by sun (since water is never completely flat), and maybe some darker traces of humidity on the walls were the stone is in contact with water
